Turn system messages off#156

I toggle it off, then it automatically comes back on, I reported this verbally in Spring but thought I would log for you
I would like to turn ours off for the start of summer go live as we will be short staffed

This toggle in messages is now working as you prefer. Once it is switch off, it will remain like that for all messages.
